“Workshop on Regeneration Planning for East 4, East 5 and Weihai Camp Area – Transparent Port

The design classes in Centaurus’ Master of Landscape Architecture program have always led students from different fields to stimulate their imagination and creativity, and each semester is a new experience.

In the first year of the master’s program, students are led to think about the sustainable management of the landscape from the perspective of landscape architecture planning and design, so that students from different fields can begin to provide different ideas about landscape planning and design. The training in the master class is not just about landscape design and detailing, but also about the overall planning and management of a place on a larger scale.

Open Keelung to open the transparent harbor city

In recent years, the Keelung Military Port will be relocated to the west, and the East 4, East 5 Dock and Weihai Camp will be opened up as an open space in the future. In 2022, Associate Professor Liu Weiguang of Centaline Geoscape was invited by the Urban Development Bureau of Keelung City Government to lead students to participate in the “Planning Workshop for the Regeneration of the Surrounding Areas of East 4, East 5 and Weihai Camp” to propose a vision and concept for the regeneration of the military port after its relocation to the west.

Students’ memories of Keelung

The small city of Keelung was built on the mountains and supported by the sea, and it accommodated the needs of many people and became an important national seaport and military fortress. Gradually, due to the development of the city, more and more buildings were built around the harbor, and more and more buildings were built taller and taller, and because of the military base of the harbor and the overseas trade, the walls around the harbor were erected high, blocking the distant view of the mountains and the sea and isolating the vision of people living in the area.

The heart of Keelung – Lin Huaien, Xu Zhiling, Huang Xiaolin

Since the base is located at the first stop of the harbor traffic and also the first stop of the vision of the national gate, this time the idea is proposed to take the heart as the idea, because the student herself, Lin Huaien, is a native of Keelung, and to her, the sea of Keelung people is the water of Keelung people, and the mountain of Keelung is the oxygen of Keelung people, because the sea has created the business trade and life. In this planning and design, she found that Zhongzheng Road actually separates the mountains from the sea on both sides. Therefore, the student proposed to underground Zhongzheng Road, return the road to the people, integrate the surrounding residential space with the connection of the mountain city, and open up the coastal public space, so that people can be closer to the harbor, as the heart of Keelung to enter the gateway of Taiwan.

The release of the Weihai camping area and the vacant land of Dongsi Dongwu Pier has brought new opportunities for the entrance of Keelung harbor. Therefore, we hope that by extending the natural context of the mountain town of Longtou Mountain to this base, we can also serve as a starting point for people to enter the mountain town and learn about the local culture.

As many of the students do not have a background in landscape design, we hope that the students will put forward their ideas and concepts from different professional backgrounds and discuss them in groups to stimulate the final results.
